Missed this earlier in the week. It is a project to allow a single font file to be loaded and then all the parameters may be set according to screen size.

So instead of loading half a dozen variants of a font you load the single variable font and set its parameters as required.

It's more than just a 'project'. It comes courtesy of version 1.8 of the OpenType specification: Font Variations Overview.

A so many of these things appear and then quietly disappear it'll be a 'project' until all the main browsers support it. :)
